No. To my knowledge, State Universities try very hard to accommodate State residents first, however, most do require that certain standards be met prior to acceptance. That said, the reason the call it an "acceptance letter" is because ultimately it is the decision of the University whether it accepts a student (State resident or not) into their school. Now, the restrictions, standards, and in many cases tuition are much cheaper at local Community Colleges, so if you can't get into the State University just yet, you might try one of those.
