The owner of the house can kick anyone out unless they pay rent but your mother can not kick her minor child out. That is illegal. So this would be on her shoulders, not his.
In the US, no, a parent can't just kick out their minor child (parents are responsible for providing for their children and that includes providing shelter). However, the parents can make arrangements for that child to live somewhere else, such a military school :)

That's illegal. Call the police. If they don't listen, file a civil law suit. Parents must provide for a child until the child is 18 unless the child has given reason to be jailed, etc.
If the 'kick' is intentional, it is an illegal kick penalty. If it is unintentional, it is a fumble.
