At first he wouldn't let her drink the water because she didn't know what it would do to her. Stop her life right there. But then later on he tells her to drink it so that they'll be together forever, because he can't live without her. But she doesn't and she dies, married to another man. Even though she truly ever loved Jesse.

YES! What I would do is change the ending to she drinks the water then fakes her death and leaves a note for Jesse saying "my dearest Jesse, I will wait for you at the Eiffel tower until we are together again."

He gave her the water from the spring on the ash tree in a bottle, and tells her to wait until she turns 17 and they could get married and travel the world together.

Yes. She drinks the water, but when she does, a bear jumps out from behind a tree and rips her head off before the water can take effect. I cried. Twice.
