That depends on your definition of developed. Brazil has many developed parts, but it is more of a mixed bag than Argentina and Chile. As a whole, I'd say Chile is the most developed, but I would also say that Buenos Aires, Argentina is the most developed city on the continent. Chile has the smallest income gap of the three. Uruguay is also quite nice.
