It is not an independant country. After the Opium Wars, Great Britain won a 99 year lease on the port. As such it was run by the British independantly of China. Now the lease is ended and China controls it again.

Hong Kong is a city on an island built by the British, on the coast of china it came into being as a place from where the British were allowed to trade with the Chinese. 1996 the British had it on lease from the Chinese it then reverted back to Chinese ownership.
