An ironing board cover that is only fabric would be more of an insulator between the wood or metal surface of the ironing board. An ironing board cover with a foam backing and an aluminum type fabric on top would be both an insulator as well as a conductor of heat, to have heat distribute more evenly through the item being ironed.
The foam contains air, which is a poor conductor of heat.
It is a good insulator of heat :)

Styrofoam, along with most other expanded plastics, is a very poor insulator of heat and electricity, thereby making a foam coffee cup a very good insulator.
This depends on the type of foam. There have been made foam that actually conduct electricity. This is a choice made in the manufacturing of the foam. Most foam in mattresses and the like does not conduct electricity. Moisture however can change the mattresses conductivity drastically.

i make the phenolic foam out of both of them in the same formula it works out fairly well but i am engineering it to get top performance out of the polymers.
In a foam there is a large gap between the conduction band and the valence of band in the atoms makng up the foam. If any object is to conduct electricity through it the gap between the conduction band amd the valance should be minimun or overlapping so that the electrons in the valance band can go into conduction band and conduct electricity
