a scam artist in the Netherlands who appears from what i understand many different ways, a pshyic, a insurance agent, etc. My friend got a letter from her stating she was receiving a man's will, but she had to pay to receive her riches...right off the bat she knew it was a scam and threw it away.

No, I think she is a scam. She just wants money off you. I have received two letters recently of people in the Netherlands with similar contents offering free advice like your going to win £2.5 million soon and all we want is £15 - £70 just to confirm that and take any bad auras around you away. If i was goin to win such money then surely they would be asking for more!!
If you don't know them, and they sought you, and they want your money, it's pretty much a scam 99.999999% of the time.
There may be--but the letter you received is an obvious scam. Do a Google search (or bing or whoever) on Payment Date Release Division. There are a lot of entries about this company. They have been sending scam letters for at least three years. I don't understand why the Plainville NY attorney-general cannot seem to stop this.
