In metric terminology, the various major prefixes denote multiples of 1,000, so that:

1 terabyte = 1,000 gigabyte = 1,000,000 megabyte = ... = 1,000,000,000,000 bytes

Words above "million" have different meanings depending on which country you're in. There is the "short scale" where each word is 1,000 times the previous, and the "long scale", where each word is 1,000,000 times the previous.

So in short scale (most English-speaking countries), a terabyte would be written out as "1 trillion bytes". In long scale (many other countries), it would be written out as "1 billion bytes".

The reason we use standard prefixes like "tera-" instead of "billion" is so that the meaning is unambiguous in any language. (Although kilobyte and megabyte are sometimes used incorrectly to refer to multiples of 1024, terabyte never is. Terabyte always means 1,000,000,000,000 bytes.)
