As a play on the same name, the NFL franchise, which is located in Buffalo, NY, adapted Buffalo Bills as the name of the team and the buffalo as the team's mascot and logo.
There are a couple of possibilities. If you mean "legendary" literally, as in "he was a legend and not a real person", then it's probably Pecos Bill. If you mean "a real person about whom legends formed", it's probably Buffalo Bill. It's worth noting that in neither of these cases is "Bill" actually their last name. Buffalo Bill's last name was Cody; I don't think Pecos Bill had a last name given. The "first" name in both cases is a nickname: "Buffalo" Bill Cody and "Pecos" Bill Nolastname.

Buffalo Bill was very, very loosely based on the real-life serial killer Ed Gein. I say "very, very loosely" based because Buffalo Bill and Ed Gein have only ONE thing in common: they both sewed together suits out of their victims' skin. Other than that, the Buffalo Bill character bears no resemblance to Ed Gein whatsoever.
