Fat and chocolate particles are suspended in a fluid - they do not dissolve in water, but yet are small enough to spread evenly and maintain a homogenous appearance. A solution is only one when the solute ionizes and disassociates in the solvent. For example, common salt solution is one of sodium chloride (NaCl) and water, where the sodium chloride ionizes and dissociates in water to form Na+ and Cl- ions.
