Heat conductive- yes glass will conduct heat, but not very well. A glass stirring rod placed in a flame will distribute the heat to the 'cold' end, but not very quickly. Electrically conductive- No, glass is an excellent insulator.

For general answer is no, glass is an insulator.

For reality, glass though is very poor conductor but it conduct both heat and electricity at very small amount. Every insulation material had low conductivity to heat and electricity and the value of their conductivity is put to determine how thick the insulation required for preventing thermal and electrical hazard.
