yes this is perfectly normal, in fact at that age it is also perfectly innocent. A six year old thinks a penis or 'willy' is a silly funny thing and he is amused by it, he has no clue yet what it really is so when he grabs your other sons penis this is just him goofing off. It is nothing at all to be worried about.
