It depends on your gender. For females, 16 may be a little too late, however for males, it is at the end of the normal age. If you have concerns talk to your doctor, in some bodies, puberty can start later the average.
(Females start puberty at age 7-13)

Most children will not have finished puberty by 16-years-old so don't worry about it unless you have not started yet, then go and see your Doctor Who can prescribe hormonal treatment to bring it on.

∙ 13y agoIf a 15 year old boy has had no signs of pubertal development, he should go see his doctor to determine the cause. Approximately 99% of healthy boys will have signs of pubertal development by the end of their 14th year. If they pass this point it is considered delayed puberty.

You probably have started Puberty already. One sign of this is pubic hair growing around your genital area. If you are worried about it please see your Doctor. They are best able to tell how your puberty is going and can prescribe treatment if necessary.
