Once the symptoms have resolved, your should no longer be infectious. The virus establishes a latent infection where no virus is produced. The virus will, however, "wake up" and begin replicating again, this time without symptoms. This will happen for the rest of your life. However don't sweat it, by the age of 20, 90% of people have already been infected! By the age of 35, 95% have been infected (statistics for the USA).
If infected people do not develop symptoms there will be no easy way to know who is infected, therefore, infected people will not be treated or quarantined and will be free to spread the disease to other people.
if an infected person has no symptoms (they wouldn't know they had this virus)then they could go on and pass it on to others, some which are more vunerable who could die in seroius cases.
It is theoretically possible for a bedbug to transmit HIV from one person to another - specifically by biting one infected person then biting another and transferring the virus in the blood - but I don't know that this has been documented to happen.
