No, it is a through arch bridge, although there is a swing bridge that crosses the Tyne just downstream from the Tyne Bridge.

River Tyne that separates Newcastle upon Tyne from Gateshead has several crossing points using bridges, most of them really close together. The ones that I can remember from when I lived in Newcastle are: Millenium bridge Tyne bridge Swing bridge High bridge These were the main ones close to the bar on the Queyside. The remaining 3 were further away and can't remember the names since they were not as popular to the public by name.
