Yes, in licensed premises which are usually only located in hotels (restaurants or bars). You can buy liquor providing you have been issued with a liqour license which allows you to purchase liquor up to a certain (usually very large) limit. Licenses are issued at the discretion of the Distribution Company and applications require a (returnable) 1000 QR deposit, letter from your employer, proof that your basic salary is above $1100, and there is also a questionnaire which asks for your religion, among other things.
There is one liquor store in Doha, the Qatar Distribution Company.
