You need to be at least 18 to open your own PayPal account (the same applies to an eBay account, too).
In the US it is possible for parents to supervise a PayPal account for younger users.
It is really simple. The first thing you have to do is to sign up for a Paypal account, using an active email account. This will be your "Paypal address". Then, you must link a bank account or credit card account to your Paypal account so you can fund it. After you have done that, you must to ask your recipient to provide you with his/her Paypal address. Click on the "Send Money" button within your account overview and enter the recipient's Paypal address, the amount you want to transfer and the reason for the payment (you will be presented with three options). Press continue, review your information and click on the "Send Money" button and that is it!
PayPal is not the same things as having a debit or credit card. In order to have one of the cards you must have a bank account from which the card can pull money. The card can be used practically anywhere. In order to have a PayPal account you must also have a bank account to withdraw money from. PayPal is mainly used to make online purchases through websites such as eBay. You can link you card and you PayPal together, however.
Ecommerce means you can sell things on your website. It comes with a paypal thing so all your funds go straight into your paypal account.
Yes, as soon as you've opened your PayPal account, you can use it to buy (or send money). There are initially sending and receiving limits on your PayPal account and when you hit one or other of these limits, your account will be temporarily put on hold until you become verified. You also need to become verified before you can withdraw money from your PayPal account to your bank account. So although there is no immediate rush to become verified as soon as you set up your PayPal account, it is no bad thing to consider doing it soon afterwards as it does take a few days to complete the process.
If you have 100$ in your paypal balance and the thing you want to buy costs 150$. Paypal needs you to add a credit card to your paypal account before purchase. And then you can afford it. The money is charged from the credit card.
No, a PayPal account is not a credit card. You can register your own credit card details with PayPal and they act as an "intermediary", taking money from your card to pay sellers for your online purchases. PayPal do offer their own credit card now as well, but that is an entirely separate issue from a PayPal account.

One disadvantage of Paypal is you sell through Ebay and there is a dispute, like someone didn't receive an item, the will take your money back to the buyer. I've even read about Paypal freezing accounts over disputes. If you do not want PayPal drawing from your bank account (after you have it verified), make sure you search for the "source of funding" settings, so you can decide whether you want PayPal to draw from your bank account, credit card, or other source you have entered.

You can't. The only thing you can do previously if your last name changed due to marriage they would change it pending certain items being faxed in. Otherwise you would have to create a new account.
