On my 2001 (same as 97) Cavalier under the steering column is a flap that is held in place by one torx screw. Drop that and you should be able to look way up and see the wires coming out of the flasher unit. The unit is attached to something metal by not much. Grab the whole assembly (flasher unit and its plug) and wiggle it free. Then you can separate the flasher unit and its plug. BTW the old unit was bright green or maybe that is some kind of cover that helps to reattach it but I didn't bother.

Well yes and no. Both have a 2.2 four cylinder if I'm not mistaken, but I don't think the earlier Cavalier's have the EcoTec motor. And you should be able to get the engine from the '03 into the '97 with no problem.
