For much of the war the supremo of the British Army was Alan Brooke (later Lord Alanbrooke). He was Chief of the Imperial General Staff from 1941 to 1946 and was responsible for planning operations. The prime minister didn't have time for that!

General Sir Edmund Ironside (September 1939 to April 1940) followed by Field Marshal Sir John Dill who was succeeded by General Sir Alan Brooke (later Field Marshal Viscount Alanbrooke) who served as CIGS from December 1941 to 1946. Alanbrooke was also Chairman of the Chiefs of Staff Committee from March 1942.
