You have to get a prescription for opiates, barbiturates, etc. But pretty much anything else you can get over-the-counter at a farmacia.
The only place I know of where my friend who broke his leg could get a prescription for hydrocodone was in San Jose.
I live in Costa Rica and can say as of the date of this posting, no pharmacy in this country sell it with or without a perscription. Codeine yes, but nothing more.
