Why should they close schools down?

If there is a natural disaster and they need to close, they should be closed. If enrollment has dropped and two schools could be combined, one should be closed permanently. If the building is old and upkeep and maintenance is more expensive than building a new school, the old building should be closed permanently.

I don't know of any reason anyone who is not a student, faculty member or other employee, parent, or someone who has specific business at the school (delivery person, for example) would need to be on a school's campus.
