How can one troubleshoot a print spooler service that is not running?

Reboot your PC. Sometimes the drivers for certain printers load into RAM (Random Access Memory). When a driver goes into RAM, it loads in the manner of FIFO (First In, First Out) ... so if your printer driver loaded first, and other applications that also use RAM loaded in after that, the first thing loaded will be discarded.
To help eliminate this symptom, increase memory ... are keep rebooting.

The Microsoft website has information and advice on fixing the issue including to check the local server account and checking that is allowing the service to interact with the desktop.
