Not sure where you are going with this but it sounds like we (man) will do as we see fit to do regardless of anything else. This is because of free will. We know what we should do but we don't always do it.
Free will is often controlled by excessive or premature desire. I may eat more ice cream than I should leading to becoming fat or unpopular since other people want to eat too. Or I may eat a food, or attempt to consummate a relationship before it is ripe leading to sickness or a rape charge. Free will really requires self-control (ie: maturity). If we are not responsible for our actions, then no good result can come as we did not follow the real moral law of our original human nature as children of God.
According to Mark 12:29-30 the most important commandment is to love God with all of your heart, with all of your soul, with all of your mind, and with all of your strength.As far as how people react to it...it appears that most people in the world ignore it.
