At least 1200 years ago - in the 8th century (maybe earlier) in England. In the mid-19th century (160 years ago) in England the rules were standardised as Association Football (soccer).
Nobody really knows, although a variant of the game was played in Mexico in the 12th century, and was banned by King Edward of England in the 11th century, the first proper rules for the game as we know it today were drawn up in London in 1863.
Some say 11th century England, others say "Stan" has Slavic origins. We may never really know.
