Women have always been in the 'workforce': I suppose the difference in emphasis is whether they are employees in a business as opposed to be bringing up children, which is what women have had to do throughout history. In many instances the economic pressures of WW1 made a significant difference in the employment of women, particularly as so many men were 'at the front'. The emancipation of women in todays society is however very different from the traditional role which women formerly endured. So yes, women were in the workforce but their role was very different then to what it is, generally, nowadays.
