You will not find "ROC Drill" in any Army Field Manual*. It is not doctrinal. It was invented by staff officers and commanders who never bothered studying the Military Decision Making Process (MDMP).
It derives from a half-cocked rehearsal where units literally put "Rocks" on the ground to symbolize their units and pushed those rocks around to indicate the planned maneuvers. This came about from lazy attempts to do what is known as a "Terrain Board Rehearsal" (which is doctrinal, and can be found in Field Manuals).
Somewhere along the line the "Rock Drill" became an institutionalized tradition, often with staffs doing them BEFORE the OPORD was issued. In which case, they more parallel what is known as a "Wargame" or Course of Action (COA) Analysis.
They also occur AFTER OPORDs are issued so that leadership can say a rehearsal occured without putting effort into the rehearsal. In this case, they more parallel "Terrain Board Rehearsals".
In order to justify the "Rock Drill", someone somewhere decided to come up with the cute Abbreviation "ROC" and say it means "Rehearsal of Concept".
When it boils down to it, it is either a "Course of Action Analysis (Wargame)" or a "Terrain Board Rehearsal", either of which is doctrinally correct (depending on where in the MDMP they occur). However, "ROC Drill" is not.
*In Short: You will not find "ROC Drill" in any Army Field Manual, unless the same lazy individual who invented the "ROC Drill" from a "Rock Drill" is now in TRADOC rewriting publications.
