Admiral Isoroku Yamamoto commanded Japan's Combined Fleet. It was he who insisted on attacking the American Fleet in Pearl Harbor, and who planned and directed the attack. Yamamoto believed this was the only chance the Japanese had to obtain victory in a war with the US. He said shortly after the attack "I fear all we have done is awaken a sleeping giant, and fill him with a terrible resolve."

Prior to the attack the United States was still (officially) neutral in the war. The attack of Pearl Harbor guaranteed that America would immediately enter the war on the Allied side.
Most Japanese had been brainwashed into believing it was a good thing to attack America. But, Admiral Yamamoto understood it better than anyone when he said, "We have woken up a sleeping giant." He realized they should not have done the attack and that the war would not achieve what Japan wanted to achieve.
