The First Amendment does not directly apply to the states; however, the courts have ruled that the states are obligated to submit to the First Amendment because of the equal protection clause of the 14th Amendment.
Guarantees the individual states the right to maintain a militia=to National Guard.
The 14th Amendment
It is a proposed amendment to the United States Constitution that would ban same-sex marriage in all fifty states.

under the first Amendment that states that people can come together and for a group yes and since the second amendment people have the right to bare arms.
The 14th Amendment to the U.S. Constitution protects equal protection under the law. It prohibits states from denying any person within their jurisdiction equal protection of the laws. This amendment has been used to challenge discriminatory laws and practices.
In the United States, the militia (referred to in the 2nd Amendment) is called the National Guard. It is under the command of state governors and can be activated by the US president for active duty in times of need.
The 14th Amendment restricts the actions of states by preventing them from making or enforcing laws that violate citizen rights. This protection is guaranteed by the Equal Protection Clause within the amendment.
