For every 300,000 people within a state, said state gains a representative. There are 400 total throughout the United States at all times. The number of Representatives per state is updated ever ten years, at the census. If the number of people in every state grows they have to take away Representatives from certain states based on overall population size. For example within the past two censuses Florida has gained ten Representatives, but New York has lost 5.

The point of the house is to continue to decentralize the power (which is called for in a federalist system). Members are supposed to represent the voters of the state they are from. Members are supposed to vote in order to please their constituents. Constituents must have a clear opinion of the issue though for this to work.
the point of elected members are that they are more informed on issues so they should be able to have better judgment and not act on fleeting passions like we, the people, might. Or so the founders believed.


The party structure in the House consists of the following:

Speaker of the House as leader of majority party; presides over House

-Decides whom to recognize to speak on the floor
-Rules of germaneness of motions
-Decides to which committee bills go
-Appoints members of special and select committees
-Has some patronage power

The role of the House also plays majorly into the electoral college system. Number of votes depend on the number of repersentatives per state. I recommend you read an annotated version of the Constitution for more information on this topic. My apologies if this didn't help much either.
