Mr. Hubbard developed the seven-division organizing board administrative pattern in 1965. Since then, it has been used in all churches of Scientology, their supporting organizations and their related charitable and educational organizations as well. It is an arrangement of administrative functions specifically designed to support the spiritual purposes of a church.As noted above, this pattern contains seven divisions which describe all the actions encompassed by the organization. Each division is subdivided into three departments. In these seven divisions and their twenty-one subdivisions one finds all the functions, duties, positions, sequences of action and channels of communication within the organization.

The first division is the Hubbard Communications Office - so named because its main functions were originally part of L. Ron Hubbard's office in the early days of Scientology. This division establishes, which means literally, keeps the church operating. Here, Department 1 provides new staff and ensures they get hatted for their church positions. A hatted staff member is one who is able to competently perform the specific functions of his position.

Division 2 is the Dissemination Division. Dissemination means to spread or scatter broadly. In a Scientology church, this division informs the public about Scientology services and scriptural materials. It produces mailings and publications, such as the church's magazines, which are sent to all parishioners, and operates the church bookstore. When parishioners write in to request information about or arrange for services, staff within this division respond to the requests.

Division 3 is Treasury. All corporations, even religious ones, are required to keep proper financial records. The church's fixed donation system of fund-raising provides the financial support necessary for it to disseminate Scientology, carry on its work in the community and continue its ministry to a growing congregation. Division 3 pays the bills and keeps financial records. It also provides for the upkeep of the church's premises and equipment.

Division 4 is the Technical Division, and its staff minister the church's core religious services of auditing and training. It is here where a parishioner participates in the services of the Grade Chart. Since auditing and training are the central activities of every church, this division often contains four to five times more personnel than other divisions. The other divisions of the organization support and facilitate these activities.

The next division, Division 5, is the Qualifications Division. This division sees to the enhancement, training and care of the staff. Any staff member who has any difficulty in performing his duties will receive immediate attention and help from Division 5. Division 5 also helps parishioners who have difficulty applying the principles they have learned in training, and conducts internships in auditor training. It also verifies that parishioners have realized the full spiritual gains and abilities in their auditing and training. The Qualifications Division is therefore the division that issues certificates, validating new states of spiritual ability and awareness.

Division 6 is called the Public Division. Here, individuals are introduced to Scientology through lectures and films, open houses, Sunday church services and tape plays and introductory religious services. This division reaches out to the community to provide assistance when needed and contributes to local social programs. Through the Public Division, the church performs many goodwill activities which benefit the entire community. Division 6 personnel also help parishioners form "field groups" to minister basic Dianetics and Scientology services to the public so more people can benefit from Dianetics and Scientology.

The last division is the Executive Division, Division 7, which is responsible for ensuring through careful planning and supervision that the church as a whole remains viable and able to minister to its congregation. The Executive Director of the church also is Division 7's most senior staff member. Division 7 is also responsible for secular corporate functions, legal affairs and government relations.Another important executive in each church who serves in Division 7 is the L. Ron Hubbard (LRH) Communicator - a position established when Mr. Hubbard served as Executive Director of the Church and maintained a local representative in each church to facilitate his communications. Today, the LRH Communicator is responsible for ensuring that the church adheres to Scientology scripture. This duty is especially critical for proper functioning of the church because it is only through the orthodox ministry of auditing and training, as precisely provided in the scripture, that the gains and accomplishments of Dianetics and Scientology are possible. The LRH Communicator also preserves the L. Ron Hubbard office maintained in every church as a mark of respect for the Founder of the religion.By carrying out its specific functions, each division contributes to the overall ministry of the church.
