I think you've made some kind of mistake in how you're setting things up here. Can't you use the exterior firewall to allow VPN passthrough, thus abandoning the other VPN firewall entirely? That's how I would do it, to be honest.

If you mean the intranet at your office... you'd need to have a VPN server. Some routers are capable of doing this, and recent versions of Windows Server also have VPN capabilities.
