You can not by-pass the capacitor in an electric motor. Most are capacitor-start motors which require the capacitor to be operational in order to start. If the capacitor is not working then it will need to be replaced.
A start capacitor is wired in series with the motor's start winding via a centrifugal start switch. The switch disconnects the capacitor and start winding once the motor has reached a pre-determined minimum speed. The motor then continues to run on its main field winding. If the run capacitor's bad and you want to put the higher-voltage start cap in its place, the answer is yes. This is called derating, and the only thing it does for you is increases the lifespan of the capacitor because you're not working it as hard as it can take. If the start capacitor's bad, don't do this--they used a 440-volt capacitor in there for a reason.
