No, Windows 7 is Microsoft's New Operating system. There is also Windows Vista before Windows 7 but newer than xp. The operating Systems go like this, from oldest to newest. Windows XP Windows Vista Windows 7 Windows 7 is still currently in Beta stages and have released a RC (Release Candidate) of their Windows 7 Ultimate. Windows 7, in some versions, has a capability to run in windows XP mode, this may be what you are referring to.

Microsoft needed help from launching Vista, which was a downer. Vista was the beginning of a major downfall for the Microsoft Corporation. When introduced to the public, at first, Vista seemed like an interesting operating system however it was not friendly with the corporate business world and forced buyers and users to remove Windows Vista and install Windows XP. Windows Vista was slow and full of bugs. It didn't take long for Microsoft to have realized Vista failed them and didn't even compare to the sales of Windows XP. It was time to do something and thats when someone smart in Microsoft came up with the idea for Seven and when the Beta came out... I loved my Laptop. Getting rid of Vista was one of the best things i have ever done and the Beta worked fantastic for me (with all the drivers). Now windows seven is dominating the computer market and slowly but surely, it shall replace Windows XP all together especially because XP will no longer be supported past 2014. They made Windows 7 to replace XP because Vista was a huge failure.
Windows 7 beta was a beta release intended to test. This is one of the phase of software release cycle and testers test the software for any potential bugs, whereas Vista and XP are the stable released software.
In my opinion, no it is not, the Beta expires on August 2009, the RC expires on July, 2010, however, if you plan to purchase Windows 7, I highly recommend upgrade as Windows 7 has passed several benchmarks showing that it is faster and performs better than it's predecessors.

Microsoft will release the beta of Windows 8 in or around June 2011 and the final release of the operating system in or around October 2011. Microsoft will release the operating system October 2012. only after 3 years after the release of Windows 7 which is a very good operating system to use i dont see the point paying for Windows Media Center when you can use it for free in Windows 7 Home Premium and Professional and Ultimate and Windows Vista Home Premium and Ultimate what is the point of upgrading Windows 7 to Windows 8 when you have Windows Media Player 12
