Cells need to be near capillaries because capillaries carry blood which in turn brings food/fuel to the cells and removes waste products.
Blood primarily carries waste products away from the cells. In some specialized cases it also carries new cells (like blood cells), hormones, or immune materials from cells.

Supply fuel and oxygen to the cells, and to remove waste products. They also aid in heat distribution, and information (via hormones) spread.
