it is the sound, for example, of a car going past you. as it gets nearer to you the sound seems to get more high pitched and then as it goes away from you the sound fades. if i were explaining to you face to face, i would say something like neeey-oohhm, to describe the sound. it happens because the air in front of any moving object is compressed and so the sound waves are closer together and have a higher sound. the faster the object is travelling, and the more noise it is making, the louder and higher you will hear it as it gets nearer to you.

When a chunk of matter moves through air the air in front of it becomes compressed, so any sound that it makes is also compressed. This compression causes higher pitch in sound because of vibration frequency, just as when the chunk of matter passes the sound pitch is lower because the air is suddenly uncompressed.

One example of Doppler effect is when you hear an ambulance go by, and the pitch of the siren goes up as it get closer, and goes down after it passes you by.

Another example of Doppler effect is red shift, where the color of distant stars seem to shift towards the red end of the spectrum, because the stars are receding from us.
