No, that is part of the function of the pilot light. To light the burner and to keep the gas valve open. The thermocouple sits in the flame of the pilot and produces a small electrical current that keep the gas valve open. When the tank cools down, the thermostat opens the valve to the burner so that it can light. When the pilot goes out, it is usually the thermocouple that is bad.

Sometimes the first time you light it, it takes a little longer for the thermocouple to work. Good clean connection on the valve end of the thermocouple? That's all I can come up with at the moment.

Older ones where you light the pilot through the access panel, the thermocouple pulls out of a clip at the pilot light and unscrews from the bottom of the control valve. Pull and twist it at the pilot to get it out of the clip. Newer ones with a spark igniter and sealed at the bottom, you are going to have to take the panel and the burner assembly out as a unit so that you can replace the thermocouple. Unscrew the pilot light gas supply tube and the thermocouple from the control valve, remove the screws holding the view plate on and the whole thing slides straight out the hole. Replace the thermocouple and re-assemble.

Or put the gas valve in pilot and depress the pilot push button. Keep the button down with a small screwdriver, remove the thermocouple from the gas valve and check the millivolts on the thermocouple. Place one lead on the copper tubing and the other lead on the end of the thermocouple, the silver looking part that touches the inside of the gas valve. With the pilot flame on you should read anywhere from 22-29 millivolts. Anything below that is a sign that your thermocouple is failing. It might work for awhile, but it will probably go out in the middle of a long cold winter night. ;)
