Despite what most people thought, the Queen was very aware of the murders in the east end. She was made aware after the first, but with the discovery of Mary Kelly's body in November 1888 she took immediate action.
Summoning her Prime Minister, the Marquis of Salisbury, who in turn summoned his Cabinet and they decided to offer a free pardon to anyone that was not directly involved with the murders but had knowledge about the murderer.
But it was pretty obvious that the Ripper was a lone wolf that knew how to keep his mouth shut. If he bragged to anyone about his deeds, they never came forward.

This is very difficult to answer because you did not specify who 'they' were. I'll take a guess that you mean Scotland Yard. Actually, the Jack The Ripper case is still an open case and since 1888 many people have tried to discover who the killer was. Scotland Yard stayed with the case at least until the early 1890's. I'm sure it was a great disapointment to the Yard for their failure to catch the Ripper.
Scotland Yard never claimed to have captured Jack The Ripper and in fact were ridculed for their inablity to catch him. It resulted in many conspiracy theories, some involving the royal family, the police force and even Inspector Fredrick Abberline.
There are not and never have been a shortage of theories about Jack The Ripper. There are the conspiracy theories that involve the Queen, Prince Albert and/or Sir Wm. Gull, the Queen's doctor. There was always talk that Scotland Yard knew who the Ripper was and instead of arrest he was commited to the insane asylum. There is the theory that the Ripper had to be a doctor ar have medical knowledge. Some others include the Freemasons, Jill the Ripper, Inspector Aberline as the killer, Jews, sailors, butchers, furriers, several well known actors, and these are only a few. Unfortunatly, theories don't make a case nor can they be proven in a court of law. So Jack The Ripper remains a mystery over 120 years after his crimes.
