Because the Quakers didn't approve of the Anglican Church. The Anglican Church was basically the Church of England. The Vestry Acts collected money for the Anglican Church so the Quakers didn't want to.

It is hard to say, different Quakers will 'feel' differently about most things. Most Quakers accept the necessity of an organised and structured Church Government system that allows all Quakers to make contributions to the decision making and share responsibility for the decisions taken and actions carried out.

The Quakers were founded in the mid 1600s by George Fox. Technically they did not break away from any church although mainstream religion in the UK at the time was Anglican.
They were both practicing a form of Christianity. Their religions were a reaction against all of the high church grandiosity and kept the services and houses of worship simple.
They wanted a pure church and religious freedom.
The Quakers want money from the people who come to mass. So don't follow this religon cause you lose money!!
