Not sure there is a question here. Assuming you are asking which to use, an enclosed space or a cage, it really doesn't matter as long as it is big enough and sturdy enough for the type of bird. Larger species can be fairly destructive. If using something other than a cage, keeping is clean must be considered. One made out of glass as long as the sides are tall enough will work. Absolute minimum size is probably twice their wingspan side to side and twice that tall. You don't need a top for it as long as you keep their wings clipped. In a cage, make sure they can't fit between the bars or wires.

The word I associate with a place where birds are kept is normally called an aviary. A big aviary may also be called a Zoo.
