You WILL need a Pokémon Ruby ROM and a program to patch ROM files with ips files, Lunar IPS is a good choice of software.
So. Download a Ruby ROM, download the Quartz .zip file, extract the .ips with WinRar, use Lunar IPS to patch Pokémon Ruby to Quartz.
