OBE is officer of the Order of the British Empire. I did not know what DL was but my second cousin is OBE DL so I asked him. Here is what he said:

"It stands for Deputy Lieutenant and each county has a Lord Lieutenant who has a raft of Deputys. The Lieutenancy goes back down the centuries as part of the way the country was run before democracy and carries on to this day as a continuation of some aspects of civic tradition which elected politicians would never want to do!"
