Rainbows are the result of sun light Reflecting and Refracting off of water particles in the atmosphere, usually occurring the most after rainfall in the air where water is being evaporated, or when there is a very thin mist coming down.
(Try taking a hose on a sunny day, put your thumb over it and make a mist-like spray pointed in opposite direction of the sun, WHOA! A mini rainbow!)

In The Bible God made a promise to Noah that he would never send another flood to destroy the world again. So Jesus put a rainbow in the sky to make it a reminder to us that Christ will never flood the world again.
It really means that light is being refracted by the tiny water droplets in the clouds, just as it is refracted in a prism. Thus, rainbows have existed ever since the world began, billions of years ago. Nothing has changed since then.
I think its God's way of saying everything is gonna be alright. Regardless of what your going through He is saying he is still in control, keep believing.
The rainbow without rain is very possible, and only means that there is a little moisture in the air or the sun is shining through the edge of a cloud.
