well, since guinea pigs can only make one noise, which is a squeak, then it ca go both ways, but generally a guinea pig only squeaks when it is frightened or scared, but it is different with all guinea pigs, as it is with humans. Howvever, it is also heavily dependant on the body language. (eg whether it is tryong to run away, whether it is wide eyed.)

Our guinea pigs used to cry or "whee" when we brought them food. They would run up to us wheeing out of excitement for their food and would stand on our feet eagerly.
They would also sometimes whee when we put them in their running cage and they had to travel a distance to see each other. They would whee as they ran down the length of the cage and back again, I suppose it was to let the other know that it was a safe place to be.
They would also whee when they were angry with each other, when they had fights and when they felt like being promiscuous.
Don't worry, though. It's completely normal.
