The blue light on the side of the 3DS shows that the 3DS is on and the light on the hinge of the 3DS shows that SpotPass data can be downloaded

∙ 9y agoThe green light flashes when you pass someone else with a 3DS and get a hit on Streetpass. The light will remain on until you open the 3DS, to show you have guests waiting on Mii Plaza.

I really can't see anything it would do, other than waste electricity. If you mean on WFC (the light is orange insted of red when off) then it uses basicly no power, and you get automatic updates.
