The blue light on the side of the 3DS shows that the 3DS is on and the light on the hinge of the 3DS shows that SpotPass data can be downloaded
The green light flashes when you pass someone else with a 3DS and get a hit on Streetpass. The light will remain on until you open the 3DS, to show you have guests waiting on Mii Plaza.
When the orange light turns on, it means there is a friend online or there is some friend activity happening.
The orange light means the console is being charged.
If you plug in your ds lite to charge and you see an orange light that means it's charging. If you're seeing an orange light without plugging your ds lite in to charge then I'm not sure what it means.
The yellow light is the WiFi signal, the orange is the console Charging and the blue/red light is how much battery is being used

I really can't see anything it would do, other than waste electricity. If you mean on WFC (the light is orange insted of red when off) then it uses basicly no power, and you get automatic updates.

A flashing (blinking on and off) orange light indicates that the battery charge is low.
It is the tire preasure light.
That's just the 'on' light to show the DSi is switched on, even when the lid is closed.
A red light means your DS is running low on battery, and needs recharging.
