The Bible tells us that God can heal, and that when Jesus was on earth, he healed a lot of people. The Bible also states that God cannot change, and that Jesus is "the same yesterday, today and forever" (Heb 13:8). Therefore, it's clear that Jesus can still heal people (that in itself is no guarantee that he will heal any particular person, only a statement that he is able to!).

There are recorded occurrences of healing in the Bible such as when Christ Jesus healed the leper, cured the blind man and even resurrected Lazarus. All of these accounts can be found in the four gospels. What about religious healing in our day? 1 Corinthians 13:8-10 reads - "Love never fails. But whether there are gifts of prophesying, they will be done away with; whether there are tongues, they will cease; whether there is knowledge, it will be done away with. For we have partial knowledge and we prophesy partially; but when that which is complete arrives, that which is partial will be done away with." Before God's word was complete, many acts of healing where done with Gods approval. But as the scripture states, these things will be one away with when the complete knowledge arrive. So any source of "healing" that is done in modern times is not done in harmony with God's will, but has another source.

Healing isn't as prevalent today in the world as when Jesus walked the earth... and His apostles, later, after they first received the Holy Spirit.

"So they began their circuit of the villages, preaching the Good News and healing the sick." (Luke 9:6 NLT New Living Translation)

"The Gift of Healing" might be considered one of the "talents" in some of Jesus' parables, that He GIVES to His servants. This, in the sense that "everyone has different natural talents" that they need to discover in themselves and develop and use in their lives for the edification and benefit of others, in the Lord's name and for His purpose.

"For the Kingdom of Heaven is as a Man traveling into a far country [Jesus' ascension into heaven], who called His own servants, and delivered unto them His goods[measures of the Powers of the Holy Spirit]. And unto one He gave five talents, to another two, and to another one; to every man according to his SEVERAL ABILITY; and straightway took His journey [ascended into heaven]." (Matt.25:14-15 KJV)

Paul elaborates on these "talents"Christ"gives"to His servants:

"Now all of you together are CHRIST'S BODY, and each one of you is a separate and necessary part of it. Here is a list of some of the MEMBERS that God HAS PLACED in the Body of Christ: First are apostles, second are prophets, third are teachers, then there are those who do miracles, those who have the Gift of HEALING, those who can help others, those who canget others to work together, those who speak in unknown languages." (I Cor.12:27-28 NLT)

"Does everyone have the Gift of Healing? Of course not... and in any event, you should desire the most helpful Gifts." (verses 30-31)

The Gift [talent] of "Healing," like all the other Gifts that the "Man on His journey to the Far Country" gives to His church... is at all times a matter of FAITH -- another "Gift of God" [see Eph.2:8].

"The Spirit gives special Faith to another, and to someone else it gives the Power to heal the sick." (I Cor.12:9 NLT)

An honestoverview of theworld might lead one to assume that "Godly Faith" is at an all-time lowtoday in these last days before Christ returns. And, indeed, does Jesus raise the question regarding Faith and His pending return to the earth:

"...don't you think God will give Justice to His chosen people who plead with Him day and night? Will He keep putting them off? I tell you, He will grant Justice to them quickly! But when I, the Son of Man, return, how many will I find who have Faith?" (Luke 18:7-8 NLT)

A Faithless and woefully distressed andoppressedworld has long ago abandoned the "Healing Power" of its Creator and placed its Faith in the medical profession... in pharmaceutical companies... and in its governments to "heal" it.

And Jesus' musings about the world's potential lack of Faith in Him in the last daysdoesn't appear to be without merit.

The world's misplaced faith in the healing power of drug companies and governments has only led to man's "treating of symptoms"... not "curing" anything; and to ever-increasing "side-effects" more detrimental to health than theinitial malady.

The Bible calls out to God's servants... Christ's Body... to see to the matter of Faith IN ALL THAT IT DOES -- including the matter of "Healing":

"Are any of you sick? They should call for the elders of the church and HAVE THEM PRAY OVER THEM, anointing them with oil IN THE NAME OF THE LORD. And their prayer OFFERED IN FAITH WILL HEAL THE SICK, and THE LORD WILL MAKE THEM WELL. And anyone who has committed sins will be forgiven." (James 5:14-15 NLT)

"Is it easier to say, 'Your sins are forgiven' or 'Get up and walk?' I will prove that I , the Son of Man, have the Authority on earth to forgive sins. Then Jesus turned to the paralyzed man and said, 'Stand up, take your mat, and go on home, because YOU ARE HEALED!'" (Matt.9:5-6 NLT)

The "talents" that God gives to His servants to use "according to their several ability" is under present scrutiny by God from heaven. And when He returns... He will hold each one accountable for his Gifts... and be rewarded, accordingly.

"After a long time their Master returned from His trip and called them to give an account of how they had used His money." (Matt.25:19 NLT)

Of all the Gifts Christ gives to His "Body" to use in the Glorification of God's name... perhaps "healing" is suffering the most, today.

It shall be, however, the most needed Powerwhen Jesus returns to save the earth from man's utterdestruction of it.

"...unless that time of calamity is shortened, the entire human race will be destroyed. But it will be shortened for the sake of God's chosen ones." (Matt.24:22 NLT)

The Bible tells us that Jesus, asa matter of course and with regularity, healed the lame and the sick and raised the dead wherever He went throughout the regions of Judaea. And the people marveled and rejoiced and praised His name and "believed" on Him; thinking in their deceived minds and faithless hearts thatit was "miraculous."

But Jesus is going to HEAL THE NATIONS OF THE WORLD when He returns. For a thousand years, the whole world will witness it... and learn to believe... and KNOW HIM.

"In that Day the Lord will make Himself known to the Egyptians. Yes, THEY WILL KNOW THE LORD and will give their sacrifices and offerings to Him. They will make promises to the Lord and keep them. The Lord will strike Egypt in a way THAT WILL BRING HEALING. For the Egyptians will turn to the Lord, and He will Listen to their pleas and HEAL THEM." (Isa.19:21-22 NLT)

The "Tree of Life" that was planted in the Garden of Eden, then, placed off-limits to man under the security of armed guards [see Gen.3:24]; then, disappeared with the flood--is alive and well and revealed in the Bible to be ready for "that Day" when the Lord will make Himself known to the hate-filled nations of the world:

"...the angel showed me a pure river with the Water of Life, clear as crystal, flowing from the throne of God and of the Lamb, coursing down the center of the main street. On each side of the River grew a Tree of Life, bearing twelve crops of fruit, with a fresh crop each month. The leaves were used for MEDICINE TO HEAL THE NATIONS." (Rev.22:1-2 NLT)

That's some of what the Bible says about the Gift of Healing. It requires Faith to trigger it [and all the other Gifts on the list]. Jesus is concerned about finding anyone on earth with any Faith when He returns. But, fortunately, for us all... God hasn't left it up to man to "heal the world." He's given His servants His Gifts to train them to Trust in Him... to place their Faith in Him... and learn to obey Him;so that, when He returns and rewards them with their POWER; their offices and positions of authority in His Kingdom, and they will be better able to teach and HEAL THE NATIONS.

"'Well done!' the King exclaimed. 'You are a Trustworthy servant. You have been FAITHFULwith the little I entrusted to you, so you will be GOVERNOR OF TEN CITIES as your reward.'" (Luke 19:17 NLT)

"To all who are victorious, whoObey Me to the very end, I will giveAuthority OVER ALL THE NATIONS... They will have the same Authority I received from My Father..." (Rev.2:26-28 NLT).

God's Gift of Healing, along with all His other "authorized" Gifts, are "spiritual tools" by which God is training His servants in Faith andObedience to Him and to Love others. They will need to be able to handle these tools efficiently and Faithfully when theyco-rule the Kingdom of God with Christin leading, healing and teaching the nations to Trust in the Truth of God.

"I was angry and punished these greedy people. I withdrew Myself from them, but they went right on sinning. I have seen what they do, but I WILL HEAL THEM ANYWAY! I WILL LEAD THEM and comfort those who mourn. Then words of Praise will be on their lips. May they have Peace, both near and far, for I WILL HEAL THEM ALL,' says the Lord." (Isa.57:17-19 NLT)

Your question does make sense as you say how were and then you say at present day. You need to refer either entirely to the past or entirely to the present. In the present day there is not a Roman government, apart from the city council. Rome is the capital of Italy and the seat of the Italian government.

The Bible does not specifically mention bandages as a medical treatment. However, it does refer to healing and caring for the sick. While bandages may be a practical means of providing care and promoting healing, their use is not directly discussed in scripture.
