The phrase I believe you are referring to is to eat one's heart out, and it means that the person that is receiving this taunt has a reason to be extremely jealous or saddened by whatever has prompted the other person to say it.

For example, if I were to win a prize that someone else did not, I would tell them to eat their heart out because they will undoubtedly by jealous that I have won and sad because they wish they were the one who won.

"Eat your heart out" is an idiomatic expression. There isn't another one that means the same thing.
