This must be a professor's joke. The real expression comes from the King James translation of Luke 12:48 For unto whomsoever much is given, of him shall much be required.

In other words "with great power comes great responsibility"

If your in a position of power then difficult situations will present themselves and its up to you to make the right choices

A cat may look at a king mean?

Some monarchs (use to) required extreme forms of deference from their subjects especially in cerimonial situations - such as not looking directly at him. As it is (near) impossible to train animals to such an extreme degree (able to tell one person from another) they are excused from such demonstrations of respect and are used only for what they can provide: companionship, affection, amusment. So to those who much is given much is required. To those who little is given less is required.
