James 1:13, 14 - Let no one say when he is tempted, "I am tempted by God"; for God cannot be tempted by evil, nor does He Himself tempt anyone. But each one is tempted when he is drawn away by his own desires and enticed. [NKJV]
James 1:13-16 - Let no one say when he is tempted, "I am tempted by God"; for God cannot be tempted by evil, nor does He Himself tempt anyone. But each one is tempted when he is drawn away by his own desires and enticed. Then, when desire has conceived, it gives birth to sin; and sin, when it is full-grown, brings forth death. Do not be deceived, my beloved brethren.[NKJV]
"13 When tempted, no one should say, "God is tempting me." For God cannot be tempted by evil, nor does he tempt anyone; 14 but each one is tempted when, by his own evil desire, he is dragged away and enticed. 15 Then, after desire has conceived, it gives birth to sin; and sin, when it is full-grown, gives birth to death." James 1:13-15 NIV1984
"No temptation has overtaken you except what is common to mankind. And God is faithful; he will not let you be tempted beyond what you can bear. But when you are tempted, he will also provide a way out so that you can endure it." 1 Corinthians 10:13 NIV
God does not tempt people. He is completely without sin. However, when someone is tempted by his or her own evil desire (everyone is affected by original sin passed down from Adam), God will help that person by providing a way out of temptation.

However, there is an additional meaning in The Bible - 'being put to a test.' Consider Adam and Eve and their choice between the two trees. They chose incorrectly as is a theme for mankind (IMHO).
