All of them. Heat and/or oxygen are removed by the water on the surface of the burning fuel. Water also raises the ignition temperature of the fuel, thus breaking the chain reaction when there is no longer enough heat to continue burning the wet fuel.

The water absorbs the heat directly from the burning material, converting the liquid water into steam and incidentally raising the ignition temperature of the fuel (wet fuel won't burn unless heated to a higher temperature) and also removing some of the air (and free oxygen gas) from the surface of the fire.
