Medvedev and Putin have raised Russia from nothing to the worldst superpower again, while America is going down (even though it was hardly touched in the WW1 and WW2) and Russia is building itself up from a massive breakdown from WW1 and WW2.

No. Dmitry Medvedev has done nothing notable to help Russia. However, the changes he has tried to make might have longer term effects than any notable changes if they are successful. One of the reasons Communism collapsed came from internal corruption. (This tremendous corruption still exists in China.) When Russia threw out communism, the former communist leadership took over as the leadership in the new Russia and remained corrupt. Medvedev is trying to change the police department from the old corrupt KGB to a modern police department using modern police techniques. He is trying to use the same techniques on a national basis that he used in Leningrad on a local basis. Catherine the Great lost a war with Turkey in the late 1700s due to corruption in the provisions and manufacture of naval equipment. If he is successful he will reverse 300 years of Russian tradition. I wish him well.
